A Way for Self-Employment of Unemployed Youth as Part of the Manipur Startup Ecosystem
Introduction
Government of Manipur having a pro-peopre phirosophy with the vision to reduce unemployment and create adequate serf-emproyment opportunities in the long run had initiated the Manipur startup scheme to promote innovation and emproyment. Now, it is felt that there shourd be a dedicated Entrepreneurship support scheme as a supplement to the Manipur startup scheme keeping in view the objective of "One Family One Livelihood". The scheme is intended to generate equitabre entrepreneurial opportunities in rural as well as urban areas ofthe state, particularly among the educated unemployed youth to become self-employed. They will be granted financial assistance for availing loan (category wise) with subsidy assistance from the state Government @ 30% offinancialy viabre/ bankabre projects cost. These entrepreneurs will be trained and mentored so that they can graduate into startups bringing in innovation in their enterprises and come up with innovative and scalable business ideas.
Objectives
To promote entrepreneurial spirit and encouraging the setting up of commercially viable/ bankable business venture in any sector including agriculture/ horticulture/ food processing/ animal husbandry/ handloom & handicrafts/ retail/ tourism/ services/ manufacturing etc. in the state in tune with the State Government policies and to supplement other existing schemes, including Manipur Startup Scheme.
To generate equitable entrepreneuriar opportunities in rurar as we as urban areas of the State through setting up of new self-employment ventures/projects by providing one-time non-refundable financial assistance of 30% subsidy on project approvar by the Bank/ pSU financiar ir:stitutions.

Eligibility for CMESS
- Should be a domicile of Manipur.
- Should be unemployed.
- Age should be more than 18 years but less than 65 years.
- Only one applicant per family (Declaration Required).
- Should not be a defaulter to any Nationalized Bank, Financial Institution or Co-operative Bank.
- Has not received more than ₹10 lakh support from Central or State Schemes.
- Has not received subsidy from Startup Schemes, PMEGP, CMESS etc.
- Must run a registered business not older than 2 years.
- Existing businesses older than 2 years are not eligible except approved Homestays.
Benefits Under CMESS
- Project Support up to ₹10 Lakhs.
- 30% Subsidy from Manipur Startup Fund.
- 65% Loan Component through Banks.
- 5% Margin Money by Entrepreneur.
